I have the honour to acknowledge the receipt of Your Excellency's letter No. 113/3 dated 3th. November, 1903, in which you inform me that before any large scheme of dredging could be considered it is necessary that a fresh survey of Bong- kong Harbour should be made, and to thank you for the same.

The existing chart, as remarked in your letter dates from March 1897; but it has received large corrections as late as March 1900, and small corrections as late as March 1903. There is therefore no reason to doubt its sufficiency for purposee of navigation.

The re-survey required is, therefore, merely an early stage in the operation of deepening the barbour which no doubt will be carried out by the local Government. I should feel obliged if Your Excellency would communicate to me what share of the expense due to a re-survey the Colonial Government proposes to take. I may be permitted to refer to the last paragraph of my remarks of the 19th. January 1903, showing that His Majesty'e Ships, are not so directly interested in the improvement of the harbour as is the mercantile marine.
